Newer does not mean permit-free

Richmond's published fee schedule, in force since 1 July 2024, applies the same way to a 2018 unit as to an 1898 house. One- and two-family residential work is $63.00 up to $2,000 of work, then $63.00 plus $6.07 per thousand above that, with a 2.0% state surcharge on the total. Building, plumbing, electrical, mechanical and gas-piping are listed as separate permit types. The city calculates the value of the work as the higher of the contractor's estimate or a published cost-estimating standard, so understating the job does not lower the fee.

The reason to raise it in a neighborhood this new is that people reasonably assume a recent building is still somebody else's paperwork. It is not, once the unit is yours and you are changing what is in it. The same schedule prices the investigation behind a stop-work order at $400.00 per permit — comfortably more than the permit on most bathroom jobs. If you are in a building with shared risers, expect the building's own approval process to sit alongside the city's rather than replace it.
