Most of what decides a bathroom remodel in this city is already published — by the city’s utilities department, its permit office and the Census Bureau. Here is the part of it that actually changes a quote.
| Measure | Richmond’s published result | What it means for fixtures |
|---|---|---|
| Hardness | 76 ppm (2020 report), 64 ppm (2019 report) | About 3.7–4.4 grains per gallon — moderately hard, at the low end. Scale is a slow factor in valve and cartridge life here, not an urgent one. |
| pH | 7.76–7.83 | Slightly alkaline and stable, which is unremarkable and is the point — nothing here is aggressive toward fixture metal. |
| Alkalinity | 53–55 ppm | Enough buffering that pH does not swing much through the distribution system. |
| Total dissolved solids | 125–139 ppm | Low. Spotting on glass and chrome comes mostly from hardness minerals rather than total mineral load. |
| Sodium | 12.2–16.6 ppm | Below the 20 mg/L figure state and federal agencies suggest for very low sodium diets. Worth noting before adding anything that exchanges sodium into the supply. |
| Source water | The James River | A surface source, which is why Richmond's numbers sit well below what a groundwater city would report. |
Figures from the City of Richmond Department of Public Utilities annual drinking water quality reports (Consumer Confidence Reports) for 2019, 2020 and 2023. The 2023 report records 58,000 tests on more than 15,000 samples and full compliance with federal and state maximum contaminant levels.
Hardness figures quoted for Richmond vary a good deal depending on where you look, and a number of the estimates in circulation sit well above what the city itself measures. The city’s published reports put it at 64–76 ppm, or roughly 3.7 to 4.4 grains per gallon.
If you are being encouraged toward a softener, a filter or a scale device for a Richmond property, it is worth sizing that decision against the city’s own testing rather than a regional estimate. We do not sell or install water treatment equipment — we are raising it because at these levels the money usually goes further into a better valve body than into conditioning the water going through it.
The city publishes its permit fee schedule, so you can work this out before anyone quotes you. Under the schedule in force since 1 July 2024, one- and two-family residential work is $63.00 where the value of the work is $2,000 or less, then $63.00 plus $6.07 per thousand dollars of work above that, with a 2.0% state surcharge on the final figure. Building, plumbing, electrical, mechanical and gas-piping are listed as separate permit types, and the value of the work is taken as the higher of the contractor’s estimate or a published cost-estimating standard.
| Value of work | Permit fee | Share of the job |
|---|---|---|
| $10,000 | about $126 | 1.3% |
| $15,000 | about $157 | 1.0% |
| $25,000 | about $219 | 0.9% |
| $30,000 | about $250 | 0.8% |
Calculated from the City of Richmond Fee Schedule, effective 07/01/2024. The same schedule prices the investigation behind a stop-work order at $400.00 per permit and a residential re-inspection at $32.00 — which is the real argument for permitting the work.
City Council created the Commission of Architectural Review in 1957, and it reviews exterior changes inside the city’s fourteen Old and Historic Districts — the earliest designated in 1957, the most recent in 2009. Interior bathroom work is not its remit. A bathroom window is: window removal and installation is on the commission’s own list of the work it most often reviews, and its guidance puts the certificate of appropriateness ahead of any other permit. The commission meets once a month.
Older parts of the city drain into a combined sewer carrying both waste and stormwater. The city’s 2024 integrated annual report counts 25 combined sewer overflow outfalls, notes 18 were predicted to discharge more than once in an average summer, and records 4.6 miles of sewer relined during the year. In heavy rain the lowest opening on the system is where pressure shows up first — worth checking which drainage area you are in before putting a bathroom at the lowest point of the house. The city publishes the areas.
Housing age is the single best predictor of what a bathroom remodel will run into once the walls are open. These are Census estimates for 2020–2024 by ZIP Code Tabulation Area, matched to the neighborhoods we serve.
| Neighborhood | Zip | When it was built | What tends to need attention first |
|---|---|---|---|
| The Fan | 23220 | 44.6% pre-1940; 59.6% pre-1960 | Rowhouse joists under cast-iron tubs; stacks buried in party walls |
| Oregon Hill | 23220 | 44.6% pre-1940 | Long shallow drain runs on rear additions; thinned cast-iron waste |
| Carytown | 23221 | 45.2% pre-1940; 77.5% pre-1960 | Mortar-bed tile over lath and plaster; marginal venting |
| Museum District | 23221 | 45.2% pre-1940; 18.6% in the 1940s | One bathroom serving a house that wants two; seized supply stops |
| Church Hill | 23223 | 24.2% pre-1940 and 23.8% since 2000 | Two housing stocks: retrofit plumbing, or builder-grade pans reaching age |
| East End | 23223 | Mixed pre-war and 1950s–60s | Worn steel tubs; crawlspace and slab-adjacent access |
| Shockoe Bottom | 23219 | 41.3% pre-1940 and 23.5% since 2000 | Conversion constraints: masonry chases, shallow waste, shared risers |
| Scott's Addition | 23230 | 37.1% built 2010 or later | Whole buildings on identical fixtures, failing on the same schedule |
| Manchester | 23224 | 29.4% in the 1950s–60s; 14.8% in the 2010s | Post-war single bathrooms; thick-bed tile; conversion risers |
| Forest Hill | 23225 | 55.8% built 1950–1989 | Brittle acrylic tub-shower units; soft particleboard underlayment |
| West End | 23226 | 47.2% built 1940–1959 | Uniform build, uniform ageing — bathrooms reach replacement in waves |
| Highland Park | 23222 | 36.5% pre-1940; 60.4% pre-1960 | Upstairs originals; subfloor damage under long-term leaks |
| Bellevue | 23227 | Largely pre-war, in a 1960s–70s Northside context | Small single bathrooms; end-of-life mid-century refits |

Answers shaped by Richmond's housing stock, its water and its historic districts.
Once the work goes past cosmetic changes, usually yes. The city treats building, plumbing and electrical work as separate permit types, so moving a fixture, adding a circuit or changing framing brings them in. The fee schedule is public, and a permitted job is much easier to explain when the house is sold. Bathroom remodeling →
That depends on the joists. Many homes in The Fan and Oregon Hill were built before 1940, and the framing under the bathroom has held a heavy tub for decades, sometimes with notches cut for old pipes. Checking and sistering the joists before the new tub goes in costs far less than fixing a sagging floor later. Bathtub and shower installation →
Molded units from the 1970s and 80s, common in Forest Hill houses, turn brittle and flex underfoot. A new acrylic system or a tiled shower over a proper waterproof membrane will outlast it. One-piece units often will not fit through a finished doorway, so multi-piece kits are the usual choice. New shower and bathtub installations →
Usually, with some care. Converted warehouse buildings can have shallow drain lines and shared risers that limit how low a shower drain can sit. A low-profile pan or a slightly raised shower floor gets around it, and the building often needs to sign off on the plumbing. Bathtub to shower conversion →
Sometimes. Older bathrooms in Carytown and the Museum District often have thick mortar-bed tile that is extremely durable. If it is sound and only a few pieces are broken, matching and replacing those is an option. If water is getting behind it, rebuilding is the safer route. Tile installation and repair →
It can. Older parts of the city drain into a combined sewer that also carries stormwater, and in a heavy storm the lowest drain in a house is where a backup appears first. A backwater valve and a careful drain layout are worth discussing before a basement bath goes in. Bathroom plumbing services →
Not much. The city's own testing puts the water at the soft end of moderately hard, so scale builds slowly. A quality faucet valve and wiping the basin dry now and then matter more than adding water treatment equipment. Vanity and sink installation →
In buildings where every unit got the same fixtures in the same year, the parts wear out on the same schedule. Fill valves, flappers and seals tend to fail in waves. Replacing them across the board, or upgrading the toilets together, saves repeat calls. Toilet installation and replacement →
Winters here are shorter than up north, but tile on a slab or over a crawlspace still feels cold on a January morning. A heated floor is a comfort upgrade rather than a necessity, and a timer keeps it warm only when the room is in use. Heated bathroom floor installation →
Usually a slow leak from a toilet seal, a tub drain or a shower pan that went unnoticed for years, which is common where upstairs bathrooms still have their original fixtures. Replacing the damaged subfloor before new flooring goes down keeps the problem from coming back. Flooring installation and repair →
Yes. Grab bars, a curbless shower, a taller toilet and more clear floor space are interior changes, and the Commission of Architectural Review looks at exterior work. If a window or outside wall has to change, its approval comes before the permit. Bathroom accessibility solutions →
